GROW Voucher Programme

Programme: GROW Voucher Programme: Growth and Resilience through One-to-one Working
Contract Value: Up to £30,000 per workstream (inclusive of VAT)
Delivery Period: November 2026 to March 2027, with Voucher delivery primarily from January 2027 and flexibility for agreed interventions to continue into Q1 2027/28
Submission Deadline: 26 October 2026, 10:00am

The Growth Hub is seeking providers to deliver six workstreams as part of the fully funded GROW Voucher Programme. GROW will provide bespoke one-to-one support to help businesses get themselves set up to grow by putting appropriate systems, processes and capabilities in place.

Each workstream is a separate Invitation to Quote and will appoint one provider to develop and deliver a clear, fixed-price Voucher proposition within their area of expertise. Providers are welcome to submit proposals for more than one workstream where they have the relevant expertise.

The six opportunities are:

  • AI Practical Implementation (GV-AI) – Helping businesses practically apply AI to improve productivity, streamline processes, reduce manual activity and minimise avoidable human error. The focus is on practical application within individual businesses rather than introductory support on AI or Large Language Models.
  • Digital Tooling for Sales (GV-SALES) – Helping businesses put appropriate digital systems and processes in place to support customer management and sales, potentially including CRM systems, customer databases, ecommerce and email marketing tools.
  • Website Development (GV-WEB) – Helping businesses ensure their website is equipped to support future growth, potentially addressing areas such as website development, audit, SEO, ecommerce, booking functionality and the online customer journey.
  • HR (GV-HR) – Helping businesses put appropriate people and HR foundations in place to support future growth, potentially including HR policies and processes, employee retention and preparedness to recruit and manage staff.
  • Data Protection & Cyber Resilience (GV-DATA) – Helping businesses ensure their information, data and systems can be managed safely, compliantly and resiliently as they grow, potentially including data protection and GDPR, privacy and cookies, customer records, secure information handling and cyber security.
  • Financial Management (GV-FIN) – Helping businesses put appropriate financial systems, information and practices in place to support sustainable growth, potentially including bookkeeping and accountancy arrangements, Making Tax Digital, financial systems and processes, forecasting and management information.

Alongside demand-led one-to-one Voucher delivery, appointed providers will contribute to the wider GROW programme, including a launch event in York on 2 December 2026 and an introductory webinar or online resource. Voucher delivery following appointment will depend on eligible business demand and is not guaranteed.

North Yorkshire brewery taps into technology to fuel growth

Founded in 2013 as a small-batch microbrewery, Harrogate Brewing Company was acquired by Joe and Julie Joyce in 2020 with ambitions to build a larger, more resilient business that could create a long-term future for their family. Just weeks later, the Covid-19 pandemic brought the hospitality industry to a standstill. With its pub customers disappearing almost overnight, the family adapted by launching online sales, home deliveries and a taproom.
